Warminster Town Council Supports Plans For Bugley Barton Farm And The West Warminster Urban Extension
The Planning Advisory Committee of Warminster Town Council discussed the outline plans for the West Warminster Urban Extension, and the full planning application for Bugley Barton Farm, at its meeting on Monday 21st May 2018.
Cllr Tony Nicklin, as the Chairman of the Spatial Planning Review Working Group (SPRWG), advised members that the group had reviewed both applications and had recommended certain conditions for the committee’s consideration. In relation to Bugley Barton, the conditions were that: the link road between the Bugley Barton estate and the Redrow estate [Tascroft Rise] should be completely linked as part of the first phase of the development and; that none of the properties on the site [Bugley Barton] should be occupied until the school is built.
Members debated this application at length and reservations were expressed in relation to the provision of schooling. Cllr Denis Brett, as the Chairman of the Kingdown Academy, was unaware that any approach had been made to the school and felt that the lines of communication between the developer and the Kingdown Academy should be clearer.
Cllr Nicklin proposed no objections to the application, provided that Wiltshire Council Planning Officers take note of the SPRWG conditions and to ensure that the school site is a priority. The members vote was unanimous in favour of this proposal.
In relation to the West Warminster Urban Extension the SPRWG acknowledged that the roundabout on the A36 [Warminster Bypass] from Victoria Road would have some improvements to accommodate the Longleat Hotel [at Tascroft], however, it was felt that these would be insufficient to take the increased traffic from the Warminster West Urban Extension. There were significant safety concerns and the group suggested that traffic lights for the roundabout be considered. In addition the AONB comments regarding roofs and screening for this site were endorsed and concerns were expressed regarding the commercial site which would be surrounded by housing and did not have an adequate separate access.
Members thanked the SPRWG for their recommendations and the committee debated this outline application at length. Cllr Nicklin proposed no objections to the application provided that Wiltshire Council Planning Officers take note of the comments submitted by the SPRWG. The members vote was unanimous in favour of this proposal.

Statement regarding proposed development by Redrow Homes at St. Andrews Road, Warminster.
Warminster Town Council has recently been receiving an increasing number of enquiries from residents regarding the proposed development at St. Andrews Road, Warminster. The Council was first advised of the proposals on 7th January 2014 when Redrow Homes issued an invitation to a public consultation event at Warminster Rugby Club on 23rd January 2014, at which they presented their ideas and plans. All Warminster residents were welcome to attend the consultation, which ran from 3.00 p.m. until 7.30 p.m.
As yet, no firm planning application has been submitted to Wiltshire Council, who publish all planning applications on their website. Once the plans have been put forward, Wiltshire Council will send them to Warminster Town Council for comment. They will be discussed at a future Planning Advisory Committee meeting of the Town Council which will be open to the public and will give residents an opportunity to put forward their concerns. Until the plans are received it is not possible for the Council to give the date at which they will be discussed and unfortunately there is no further information available. The Council can only advise residents that Planning Advisory Committee meetings are held every three weeks with the agendas being published on the Town Council’s noticeboards and website one week before the meetings, so residents should keep checking to find out when the plans have been received.
It is also very likely that this application will attract publicity from the local press. If residents wish to contact the Council with any comments or concerns they are welcome to do so. The Town Clerk has collated all the letters and emails that have been received so far and has passed copies on to the councillors for information so that they are aware of the objections being raised. This information will be passed on to Wiltshire Council once the plans are debated to support any comments made.

Warminster Rugby Club Headquarters at Folly Lane, Warminster, is the venue on Thursday 23rd January 2014, for a consultation of the proposals for the residential development of a field between the Rugby Club pitches and St. Andrews Road. If the proposal gets the go-ahead then access to the new housing development will be via what are now the cul-de-sac closes of St. Andrews Road. The consultation runs from 3.30 p.m. to 7.00 p.m.
