Item 21 on the Agenda for a meeting of the Town Development Committee of Warminster Town Council, held at the Civic Centre, Warminster, on the evening of Monday 2nd June 2025, was: “Rights Of Way Volunteers. To note the update from the Rights of Way Volunteers.”

The Rights Of Way Volunteers presented a Warminster Rights Of Way Maintenance Analysis, which included the following information for WARM 10:

Remarks: A short section follows Cuckoo’s Nest Lane before running along pavements to the footbridge crossing the Were. It has been diverted onto a new line and laid to tarmac as a cycle track besides the Grovelands Way public open space. On leaving that field it follows an ancient track between hedges before turning right and eventually joining WARM 8 crossing across the West Warminster Urban Extension (WWUE) as a grass path with an established trod.

Remarks: From Victoria Road to the Grovelands Way car park it runs along pavements. It was then diverted on to a grit path to the Northern Were. From there it crosses an open field before entering a narrow hedged section until reaching the tarmac WARM 8 (Coldharbour Lane).

Warminster Town Councillors Oppose Plans For A 62-Bed Care Home On Land North Of Grovelands Way

Warminster Town Councils’ Planning Advisory Committee has voted unanimously at their meeting on Monday 23rd January 2023, to object to plans for a 62-bed care home on land north of Grovelands Way.

Councillor Phil Keeble, Chair of the committee, stated that whilst there was some sympathy for the scheme, he still proposed an objection for the following reasons:

“The scheme that gained outline approval in 2018 was for a 48-bed, two storey facility that formed part of a Continuing Care Retirement Community and only gained approval as an ‘Exception Site’ as the location fell outside the town development boundary and would meet a specific need. The application now seeking detailed consent is for a larger 62-bed, three storey facility that is literally shoehorned into the site leaving little outdoor amenity space for residents or utility space for car parking, goods deliveries, refuse storage and collection, ambulances etc.”

“The 33% increase in occupancy will also lead to increased traffic movements of residents, visitors, deliveries, and staff.”

“The building is designed with all the plant and services such as kitchen and laundry on the top floor leading to concerns of effect of noise and vibration to residents below and noise breakout to the local area. Additionally, the height of a 3-storey building is considered out of keeping with the surrounding neighbourhood and made worse by the ground levels already having been raised out of the floodplain by 500mm.”

“Further, as this care home is the only element of the Continuing Care Retirement Community actively being pursued modification to the application was required to demonstrate that this care home would continue to form part of a Continuing Care Retirement Community as approved at outline consent.”

Wiltshire Council is reconsidering the need for traffic calming measures at Grovelands Way, Warminster. Warminster Town Council want the traffic calming measures to remain in place. The measures were imposed when Persimmon Homes were given planning permission.

Flooding In Warminster – Support For The Solution

Dear WOSP,

Since we formed a little over 3 years ago we have fought the development of Warminster Common, Bugley Barton, St Andrew’s Road, the National Trust site in Boreham Road, Grovelands Way, Warminster School hockey pitch, Home Farm (east of The Dene), Victoria Road (H12) and numerous other incursions proposed in the First Alteration of the District Plan. We have managed to bring planned new houses in Warminster down from about a thousand to approximately 200. After three years of continuous operations some of us are beginning to think that it can be left for someone else to carry on the good work.

Much of our strength is drawn from those who do not use the open spaces that we fight to protect but are members because they oppose development because of the flooding problems that it causes to them, their friends and neighbours. Flooding is a key reason for refusing development but it is also hell on earth for those who suffer the effects. This is an appeal for you to turn out to support the Hydrological Survey which has identified a need for up to £125,000 worth of work for the Fore Street area. Our Councillor members have put a great deal of work into this project but must now fight for the necessary money when £300,000 is to be slashed off the District Council budget next year. They must be seen to have strong local support.

As the First Alteration of the District Plan moves towards its Enquiry In Public (EIP) it is clear that Wren Close, St Andrew’s Road, Bugley Barton and many others are under a sustained threat from developers. Your immediate area of interest may be quiet at the moment but it will come under threat again.

Having attended many council meetings it is clear that when a group of complainants or supporters turn up and some are prepared to speak it has a very real effect on the Councillors.
